Anonymous tips constitute any and all news information and/or documents generated by government officials, that are generally not available to the public, and that demonstrate or provide evidence of improper, illegal, unlawful, criminal, unconstitutional or otherwise prohibited actions and/or communications by government ministers, officials, bureaucrats, employees, etc. 

Senders can send their information anonymously in any manner they wish, including but not restricted to dummy email addresses.  All such information and documents should include verification provisions, such as dates, times, cover/title pages of documents, email senders’ addresses, and similar verification provisions.
